The second training workshop and webinar on the standards for preventing ill-treatment was held for the NPM Department of the Ombudsman's Office

On May 2-3, the second face-to-face training workshop on the standards for the prevention of ill-treatment was held at the Hub of Civic Initiatives at the Ombudsperson’s Office in Kyiv, organised by the Council of Europe Projects “Supporting Implementation of the European Human Rights Standards in Ukraine” and “HELP (Human Rights Education for Legal Professionals) for Ukraine, including during wartime”.

The aim of the second face-to-face training was the practical application of case studies on preventing ill-treatment and human rights violations in places of detention related to the protection of life and health. The training brought together 20 representatives of the NPM Department, who gained new knowledge and skills in applying Articles 5 and 15 of the European Convention on Human Rights in places of deprivation of liberty in occupied territories, particularly regarding the state's derogation from obligations under the European Convention on Human Rights (ECHR) and the introduction to international humanitarian law. Participants also discussed specific aspects of applying standards for preventing ill-treatment and explored the relationship between Articles 3 and 5 of the ECHR.

On May 9, a webinar took place as part of a series of training workshops on standards for preventing ill-treatment. During the webinar, issues of human rights violations in places of detention, particularly in psychiatric institutions, were discussed. Judicial control over deprivation of liberty and the possibility of appealing Сourt decisions under Article 5 of the ECHR were also considered.

The trainers of the course are the national consultants of the Council of Europe, Serhiy Zayets, a lawyer with significant experience in appeals to the European Court of Human Rights (ECtHR) (represents more than 150 applicants at the ECtHR), the UN Human Rights Committee, the UN Committee against Torture (CAT), of the Committee on Racial Discrimination (CERD) and is a trainer of several educational programs on human rights and Natalya Gurkovska, a lawyer with 28 years of experience and considerable experience in appeals to the ECHR, a human rights defender and a certified trainer of the HELP program.
