The Council of Europe is currently implementing and until December 2021 the Project on “Youth for Democracy in Ukraine”.
The project “Youth for Democracy in Ukraine” is launching a tender procedure for purchase of layout and graphic design services.
Expected duration of the contract: 12 October 2020 – 15 November 2020.
Tenders shall be submitted by email only (with attachments) to [email protected], with the following reference in subject: 8712/2020/01 by 23:59 on 2 Octobre 2020 (Kyiv time).
All questions shall be submitted at least 5 (five) working days before the deadline for submission of the tenders and shall be exclusively addressed to [email protected] with the following reference in subject: 8712/2020/01.
Terms of reference
Design and page layout of the manual «Compass» (Ukrainian language)
- Creating an InDesign file for print and web publication from the original PDF file (A-4 format, approximately 580 pages) in accordance with an existing language neutral design template provided by the Council of Europe (the design template to be provided corresponds to the manual “Compass” in English);
- Incorporating specific minor corrections and update to the text (in approximately 120 pages);
- Integrating feedback and improvements in 3 rounds of corrections;
- Providing a ready for printing file of the manual;
- Providing a PDF file for web publishing;
- Providing a copy of the original InDesign file.
Eligibility criteria
- At least three years of professional experience related to graphic and layout design.
Award criteria
- Quality of the offer (50%), including:
- Professional experience in the field of graphic and layout design proven by samples of previously created publications and graphic materials (books / posters / manuals / other visibility items), etc.
- Financial offer (10%).
Tenderers are invited to submit:
- A completed and signed copy of the Act of Engagement (see attached)
- For tenderers subject to VAT only: a quote, describing their financial offer, in line with the requirements of section C of the Tender File (see above);
- Registration documents, for legal persons only;
- A detailed CV, preferably in Europass Format, demonstrating clearly that the tenderer fulfills the eligibility criteria;
- At least 3 (three) samples of previously created publications and graphic materials (books / manuals / other visibility items);
- 3 (three) referees' contact details.
All documents shall be submitted in English, failure to do so will result in the exclusion of the tender.
If any of the documents listed above are missing, the Council of Europe reserves the right to reject the tender.

The Act of Engagement must be completed, signed, scanned in its entirety (i.e. including all the pages) and sent as a compiled document. For all scanned documents, .pdf files are preferred.
