The Ombudsman's Office analysed local targeted programs to support IDPs

On March 26, the Special Report of the Ukrainian Parliament Commissioner for Human Rights "Local Support Programs for IDPs: Analysis of Effectiveness and Prospects" (hereinafter referred to as the Special Report) was presented in Kyiv. The report is based on an analysis built, inter alia, using the methodological recommendations of the Council of Europe project.

The Special Report analyses the availability of local targeted programs for displaced people at the regional and community levels, identifies the main factors of effectiveness of such programs, and notes the best practices.

The report was based on a survey of 739 representatives of local authorities, 604 representatives of local IDP councils at the community and district levels, and 25 representatives of regional IDP councils.

When forming the questionnaires, the Ombudsperson Office took into account  the Methodological Recommendations for the analysis and evaluation of local target programs to take into account and meet the needs of internally displaced persons, May 2025. The recommendations are a summary of the results of expert meetings of representatives of international and public organisations, state authorities, local self-governments, organised within the framework of Council of Europe project "Facilitating access to human rights and essential services for internally displaced persons and returnees at the community level" in November 2024.

A special report states that there are 1375 local targeted programs to support IDPs in Ukraine: 25 comprehensive - at the level of regions and the city of Kyiv and 1350  - at the community level.  There are cases when there are no programs in communities, and there is a formal program at the regional level without specific measures for IDPs. According to the analysis, a complete study of the needs of IDPs during the preparation of programs was carried out in 54% of cases; in 60% of cases, there was a discussion of the state of implementation of the program with the IDP community.

The Ukrainian Parliament Commissioner for Human Rights also shared the following data: "32% of programs do not provide funding at all, that is, they exist only on paper. Only 16% have clear performance indicators, while the majority do not give an answer even to the basic question: do these programs work at all. At the same time, 90% of local authorities do not involve partners in their implementation, effectively ignoring additional support opportunities. A separate issue is the participation of IDPs. In Ukraine, 1022 IDP councils have been created, but in practice only 2 out of 3 really affect the decision-making process."

The Special Report contains the Ombudsperson’s recommendations to the authorities and local governments to improve programs and meet the needs of displaced people.

The presentation of the report was held with the support of the Ukrainian Red Cross Society and the Council of Europe project "Facilitating access to human rights and essential services for internally displaced persons and returnees at the community level".
