Council of Europe Project Facilitating access to human rights and essential services for internally displaced persons and returnees at the community level presents the Methodological Recommendations for the analysis and evaluation of local target programs to take into account and meet the needs of internally displaced persons.
The Methodological Recommendations contain tools for analyzing (evaluating) the impact of local target programs on the situation of IDPs in the community.
They were prepared for representatives of authorities, local self-government, public organisations working with IDPs.

The document is a summary of the results of expert meetings of representatives of international and public organisations, state authorities, local self-government, organised by the Project in November 2024.
