To deliver practical one-day training sessions for some 40 investigators of the State Bureau of Investigations from all 7 institution’s territorial departments, the CoE Project “Supporting Institutions to Combat Ill-Treatment in Ukraine” joined efforts with the OSCE Project Co-ordinator in Ukraine’s project “Support for State Bureau of Investigations to Meet Human-Rights Commitments”.

The training focused on prevention of crimes related to abuse of authority by law-enforcement. Participants discussed extent of ill-treatment practices within law-enforcement, factors that hamper effective investigation into alleged violations, related case-law of the European Court of Human Rights, application of Istanbul protocol. Particular emphasis was made on instances of gender-based ill-treatment within law-enforcement.

The initiative is as well a part of ongoing cooperation and coordination between the CoE office in Kyiv and the OSCE Project Co-ordinator in Ukraine.
