Back Statement by the Secretary General of the Council of Europe

Five years ago, the Maidan movement took to the streets in support of European values including human rights, democracy and the rule of law - values which lie at the foundation of the Council of Europe.

Today, five years after the protests started, Ukraine is still a country in transition, with a solid record of reforms to date. We encourage the Ukrainian leadership to stay committed to the reform. The Council of Europe continues to support Ukraine on this path, including with its Action Plan for Ukraine for 2018-2021.”

Ukraine has been the largest beneficiary country for the Council of Europe’s cooperation activities in Eastern Europe. A total of 41.2 million euros was secured between 2014 and November 2018 for the implementation of Council of Europe Action Plans for Ukraine, to support the country’s reform agenda in the areas of human rights, rule of law and democracy.
