On 26 - 28 March 2018, the Council of Europe experts met with representatives of Ukrainian authorities to discuss the improvement of the national system of enforcement of judgments

On 26 – 28 March 2018, Mr Mathieu Chardon, Secretary General of the International Union of Judicial Officers, and Mr John Richards, Service development manager of the Isle of Man Government (Great Britain), met with representatives of Ukrainian authorities to discuss the improvement of the national system of enforcement of judgments in Ukraine.

The visit of experts was organised by the Council of Europe project “Supporting Ukraine in execution of judgments of the European Court of Human Rights”. The aim of the visit was to analyse the national system of enforcement of judgments delivered against the state. Imperfect functioning of this system let to the delivery by the European Court of Human Rights of judgments in the cases Yuriy Nikolayevich Ivanov v. Ukraine and Burmych and others v. Ukraine.

In the course of their visit, the experts met with representatives of the Verkhovna Rada of Ukraine, the Supreme Court, the Ministry of Justice of Ukraine, the Ministry of Finance of Ukraine, State Treasury Service of Ukraine, the Ministry of Social Affairs of Ukraine, and Pension Fund of Ukraine. The experts also took part in the round table “Execution of the judgments of the European Court of Human Rights in the cases of Yuriy Nikolayevich Ivanov v. Ukraine and Burmych and others v. Ukraine: required measures of a general nature”. The Council of Europe project “Supporting Ukraine in execution of judgments of the European Court of Human Rights” is being funded by the Human Rights Trust Fund. The aim of the Project is to support Ukraine in the improvement of its national system of execution of judgments of the European Court of Human Rights that involve violations of Article 6 of the European Convention on Human Rights, where the root cause is an issue within the judiciary.
