Legal personality at local level in Ukraine: country cases presented

On 8 October the Council of Europe Programme “Enhancing decentralisation and public administration reform in Ukraine” organised the presentation “Legal personality at local level: Presentation of the selected European country cases”

The following 13 reports were presented:

  • COUNCIL OF EUROPE Overview which was prepared in co-operation with the European Committee on Democracy and Governance (CDDG through the mechanism of its Rapid Response Service) on the following 17 countries: Belgium, Bulgaria, Czech Republic, Denmark, France, Georgia, Germany, Greece, Moldova, Poland, Portugal, Romania, San Marino, Slovak Republic, Slovenia, Spain, and Sweden.
  • DETAILED COUNTRY CASES. 11 country reports: Albania, France, Germany, Greece, Italy, Latvia, Moldova, Poland, Romania, Slovenia, and Sweden.

The reports were prepared by the Council of Europe Programme “Enhancing decentralisation and public administration reform in Ukraine”, Programme “U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme” and Swedish-Ukrainian project “Support to Decentralization in Ukraine”.

These reports are the first results of the work undertaken in response to the request from the Specialised Parliamentary Committee on Local Self-Government to the Council of Europe to provide support in analysing further the different relevant aspects.

The event was opened by MPs Andriy KLOCHKO and Vitaliy BEZHIN, State Secretary of the Cabinet of Ministers Oleksandr YAREMA, Deputy Minister for Communities and Territories Development Vyacheslav NEHODA, Head of the Council of Europe Office in Ukraine, Steen NØRLOV and Head of Section: Good Governance and Rule of Law, Delegation of the European Union to Ukraine Xavier CAMUS, who all praised the contribution of the Council of Europe to the reform process of local self-government in Ukraine, and stressed the importance of the current endeavour in providing the basis for a constructive dialogue on the delicate issue of legal personality at local level.

Daniel POPESCU, Head of Department of Democracy and Governance of the Council of Europe, reminded to the audience the different activities organised by the Centre of Expertise through the Programme “Enhancing decentralisation and public administration reform in Ukraine” in relation to this issue, which will converge into a Policy Advice document to the Ukrainian authorities.
