Investigating war-related crimes – consultation sessions for SSU

The ongoing full-scale war causes a significant increase in the number of specific crimes, the investigation of which is assigned to the jurisdiction of the Security Service of Ukraine (SSU). Therefore, today, at the request of the SSU, consultation sessions were held on issues related to the investigation of war-related crimes.

Investigators and employees of the Central Administration, regional offices, and educational institutions of the SSU, discussed with experts of the Council of Europe problematic and practical aspects of distinguishing war crimes from general crimes committed under martial law, problems with declaring internationally wanted persons suspected of committing crimes against peace, humanity, and international legal order, and also reviewed current law enforcement practice and legal regulation of compensation for property damage caused as a result of the armed aggression of the Russian Federation against Ukraine.

“Despite the considerable lack of time due to the number of crimes to be investigated, I could not fail to use the opportunity to get answers to practical questions and new knowledge that will help improve the effectiveness of my work during the war. I am grateful to the experts of the Council of Europe for these consultations”Vladyslav Donchenko, SSU investigator.

The participants were able to evaluate their knowledge and skills acquired during the consultation sessions with the help of a survey.

The consultation sessionstook place within the framework of the Council of Europe project “Strengthening Ukrainian Law Enforcement Agencies During War and Post-War Period”.
