Guide to protect the rights of refugee, migrant and asylum seeking women and girls

The Guide to the implementation of the Council of Europe Recommendation on Protecting the rights of Migrant, Refugee and Asylum-Seeking Women and Girls has been developed to provide concrete support to Ukrainian stakeholders, and others throughout Europe involved in policy making, such as civil servants, legal professionals, academics, civil society organisations and human rights agencies.

This publication is based on the Council of Europe Recommendation CM/Rec (2022)17 to member states on Protecting the Rights of Migrant, Refugee and Asylum-seeking Women and Girls, adopted in 2022. The recommendation provides guidance based  on Council of Europe treaties including the Convention on preventing and combating violence against women and domestic violence (the Istanbul Convention) and the Convention on Action against Trafficking in Human Beings (the Trafficking Convention) and reflects the United Nations Convention Relating to the Status of Refugees of 1951 and the 1967 Protocol (the Refugee Convention).

Development of the Guide and translation of the Recommendation both took place under the Council of Europe project “Combating Violence against Women in Ukraine – Phase II” (COVAW-II).
