E-registers’ use in the electoral process in Ukraine and ways for improvement – results of the study published

In the time of new technologies and digitalization of various spheres of public life, the use of e-registers becomes more and more frequent, and the e-registers themselves evolve on an ongoing basis. So, their application in the electoral process is not an exception.

Thus, at the end of the 20th century, the Unified Information and Analytical System “Elections” (EIAS “Elections”) was developed and introduced in Ukraine. Since 2009 the State Register of Voters, which was established by the Central Election Commission for lack of a unified state register of individuals, has also been functioning. In recent years, a significant number of other Ukrainian state bodies’ e-registers were introduced.

One of the important tasks for today is not only to optimize the functioning of existing electronic registers, but also to harmonize them with each other, ensuring timely, complete and reliable exchange of necessary information, in particular, for the purpose of more efficient organization of the electoral process in Ukraine.

For that reason, upon the request of the Central Election Commission, the Council of Europe* supported the conduct of the study "Usage of electronic registers in the electoral process in Ukraine and ways of its optimization". The author of the study - lawyer, former Deputy Head of Central Election Commission Andriy Magera, shows the current state and prospects of using the EIAS "Elections", the State Register of Voters, and pays attention to the need and possibility of interaction with other electronic state registers during the electoral process. This research can be useful for practitioners in the sphere of elections and academia representatives.
