Consultations of experts of the Venice Commission of the Council of Europe on the Draft Law № 5844

On September 20-21, 2021, the experts of the Venice Commission held a series of consultations with stakeholders in Ukraine on the draft Law "On the Principles of State Policy of the Transition Period". The consultations took place at the request of the Prime Minister of Ukraine Denis Shmygal, who asked the Venice Commission to provide an expert opinion and recommendations on the draft Law "On the Principles of State Policy of the Transition Period".

The delegation of the Venice Commission was represented by:

  1. Veronika Bílková (Czech Republic), lecturer at the Faculty of Law of Charles University in Prague;
  2. Ms Angelika Nussberger (Germany), former Vice-President of the European Court of Human Rights, Professor at the University of Cologne, Director of the Institute of Eastern European Law;
  3. Mr Schnutz Dürr (Germany), Deputy Secretary of the Venice Commission of the Council of Europe;
  4. Michael Janssen (Germany), Legal Adviser, Secretariat of the Venice Commission.

During September 20-21, 2021, experts of the Venice Commission held consultations with representatives of the Office of the President of Ukraine, the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine, the Verkhovna Rada of Ukraine, the Supreme Court of Ukraine, the Office of the Prosecutor General and the Ombudsman. The delegation also met with representatives of international organizations and civil society.

It is planned that the Opinion on the draft law on the principles of state policy of the transition period will be approved during the 128th session of the Venice Commission, which will take place on October 15-16, 2021, after which the Opinion with recommendations will be sent to public authorities in Ukraine.
