The Council of Europe in partnership with equality bodies and other public institutions has set up training programmes looking at the impact of AI on discrimination. The courses support participants to acquire initial expertise on these subjects to better prepare them to identify and address discrimination arising in AI and algorithmic systems.  

The trainings have three key objectives for participants:

  1. Understand how AI impacts equality and can lead to discrimination.
  2. Know how to apply European and national regulatory frameworks and identify key actors, including regulators.
  3. Be able to provide guidance on identifying, preventing, and combating discrimination in AI systems.

The courses follow a human rights-based approach, ensuring that AI governance prioritises equality and non-discrimination rather than a purely risk-based approach.

Target audiences of trainings:

  • Staff of equality bodies and other existing authorities protecting fundamental rights;
  • Staff of ministries, regulators and public administration;
  • Civil society representatives.

 United Kingdom in co-operation with the Centre for Data Ethics and Innovation, 2020
