On the occasion of the International Week Against Homophobia, Transphobia and Biphobia (IDAHOT 2021) marked this week, an online public event on combating hate crime affecting LGBTI people, including a launch of the Ukrainian adaptation of the Council of Europe manual “Policing hate crime against LGBTI persons: training for a professional police response” be organised on 20 May 2021, from 10:00 to 12:00, local time. The EU and the Council of Europe stand with Ukraine to promote and defend human rights.

The online event will focus on the responses to hate crime in Ukraine and new capacity-building activities for the police forces in Ukraine planned using the Ukrainian version of the training manual.

The opening remarks will be given by:

• Steen NORLOV, Head of the Council of Europe’s Office in Ukraine
• Kateryna Pavlichenko, Deputy Minister of Internal Affairs of Ukraine
• Lyudmyla Denisova, Parliament Commissioner for Human Rights

In the course of the event, the NGOs Fulcrum and Freedom House will talk about combating hate crime affecting LGBTI people in Ukraine. Good practices on inclusive police practices towards LGBTI people will be presented by Tamara PAVICEVIC, Head of the Department on Prevention and Community Policing, Police Directorate of Montenegro

The event is co-hosted by the Sexual Orientation and Gender Identity Unit of the Council of Europe and the EU - Council of Europe regional project “Strengthening access to justice for victims of discrimination, hate speech and hate crime in the Eastern Partnership” funded by the European Union and the Council of Europe and implemented by the Council of Europe in the framework of the Partnership for Good Governance. The Ukrainian NGO Fulcrum will moderate the event. This activity is organised with the assistance of the Ministry of Internal Affairs of Ukraine.
