On 15 April 2026, a multi-country seminar in Brussels brought together experts from European human rights institutions and equality bodies to discuss a new draft assessment methodology on algorithmic discrimination.

The methodology is designed as a step-by-step tool to support caseworkers from equality bodies in identifying whether a case may involve the use of AI, in investigating potentially discriminatory AI use, and in deciding on remedies. The seminar provided a platform for participants to exchange experiences and knowledge, while also engaging in practical workshop sessions to test the methodology and contribute to its further refinement. The discussions were further enriched by the presentations from the Belgian Interfederal Center for Equal Opportunities (Unia), the Finnish Non-Discrimination Ombudsman, and the Portuguese Commission for Citizenship and Gender Equality, which detailed their approaches to algorithmic discrimination. The finalised methodology will be published in September 2026.

The methodology is developed as part of the project “Upholding equality and non-discrimination by Equality bodies regarding the use of artificial intelligence (AI) in public administrations”. The project is co-funded by the European Union through the Technical Support Instrument and implemented by the Council of Europe in co-operation with the European Commission. Other project partners are Unia, Belgium; the Non-Discrimination Ombudsman, Finland; and the Commission for Citizenship and Gender Equality, Portugal.
