The fight against hate crime, discrimination and hate speech needs effective and coherent disaggregated data collection for responsible authorities and civil society to improve their efforts to present these phenomena and to support victims.
After a series of meetings in Armenia, the Republic of Moldova and Ukraine in the summer of 2019, the regional Partnership for Good Governance II project “Strengthening access to justice for victims of discrimination, hate crime and hate speech in Eastern Partnership countries” will undertake a national situational analysis in each of these three countries in the autumn 2019 in order to:
- offer an overview of current data, practices, procedures, gaps and needs in disaggregated data collection on discrimination, hate crime and hate speech
- identify priorities for the project interventions on this topic
These studies, together with other activities to be organised in 2020 and 2021, aim to support national beneficiaries to have an operational, coherent and coordinated system, methods and tools of data collection. This will also make a contribution to the improved application of anti-discrimination legislation and its monitoring, and to build public awareness among the general public and vulnerable communities of existing redress mechanisms to discrimination, hate speech and hate crime.
The Partnership for Good Governance II is funded by the European Union and the Council of Europe, and implemented by the Council of Europe.
