Strengthening Ukrainian Law Enforcement Agencies During War and Post-War Period
The main objective of the project is to assist the Ukrainian law enforcement agencies to create the necessary preconditions to better implement standards and apply practices that strengthen effectiveness of investigations of human rights violations, including in the context of the ongoing war.

OBJECTIVES
Intermediate:
- Representatives of law-enforcement agencies have better capacity to align relevant regulatory, institutional, strategic, and practical frameworks closer with the Council of Europe standards and address systemic problems as identified by respective ECtHR judgements with regard to the law-enforcement sector in Ukraine
- Representatives of law enforcement agencies have an increased capacity to effectively investigate gross human rights violations in the context of war, including violations of international humanitarian law
- Professional and operational capacities of law enforcement officers and prosecutors regarding prevention and effective investigation of torture and ill-treatment is enhanced
Immediate:
- Legal frameworks related to forensics and criminalistics of SBI and SSU are developed to ensure promptness of investigations, evaluation of damage in the context of war and within a broader context of the law-enforcement reform
- Decision-makers of SBI, SSU and NPHRD address recommendations on alignment of institutional regulations and practices with the Council of Europe standards, including in the context of the law-enforcement reform
- Tools and methodologies for evaluation of investigator’s effectiveness and performance, in line with Council of Europe standards and best practices, are in place
- SSU, SBI and NPHRD initial and in-service training systems are improved and functioning to ensure uninterrupted training of staff in time of war.
- Investigators and operative staff, (as well as gender focal points when relevant) of the SBI, SSU and NPHRD are equipped to effectively investigate gross human rights violations and apply innovative means and methods of evidence collection and investigation particularly related to the on-going war in Ukraine
- Inter-agency co-operation between law enforcement and specialised prosecutors on prevention of torture and ill-treatment through awareness raising is in place and their capacity to effectively investigate ill-treatment inflicted by state agents is enhanced
- Law-enforcement agencies address recommendations on procedures, regulations, standards, and practices that help increase the level of prevention and effectiveness of investigations of torture and ill-treatment inflicted by state agents
Results

1.1.1 Guidelines for creation and functioning of an independent expert institution within the structure of SBI are developed
1.1.2 Expert advice and targeted capacity building for the staff and leadership of SSU expert institution, including in the context of evaluation of damage related to the ongoing war are provided
1.1.3 Expert advice and targeted capacity building for criminalists of the SBI on innovative methods in war crimes evidence collection are provided
1.2.1 Expert advice on legislative initiatives related to functioning of SBI, SSU and NPHRD is provided
1.2.2 Expert advice on alignment of internal regulations and practices of the SBI, SSU and NPHRD with the Council of Europe standards is provided
1.2.3 Expert advice on addressing systemic problems as identified by the ECtHR judgements related to the functioning and discharge of investigative functions of law enforcement bodies in Ukraine is provided
1.3.1 Expert support in the development of forms and internal regulations on piloting of investigator’s performance evaluation methodology is provided
1.3.2 Expert advice and capacity building (mentorship) to the SBI territorial department assigned for methodology piloting is delivered
1.3.3 Expert advice and capacity building to the Human Resource Division of the SBI related to the new methodology integration and implementation is delivered
2.1.1 Knowledge and skills on delivery of capacity building activities related to investigation of human rights violations, including in times of war for peers is transferred to trainers of SSU, SBI and NPHRD training systems
2.1.2 Expert advice to SBI, SSU and NPHRD staff training systems is provided
2.1.3 Support regarding the development of demand-driven self-education content for the online training portal and tools of SBI, SSU and NPHRD is provided
2.2.1 Capacity building activities on investigation of gross human rights violations, innovative methods of evidence collection, including open-source intelligence, investigations of cases in absentia, and protection of victims of gross human rights violations delivered to SBI, SSU and NPHRD staff are delivered
2.2.2 Targeted activities for preservation of psychological well-being delivered to SBI, SSU and NPHRD staff are delivered
2.2.3 Capacity building on prohibition of discrimination, gender-based crimes delivered to SBI and NPHRD gender focal points and relevant SSU staff is provided
2.2.4 Dissemination and sharing of experience among stakeholders (international and national) of SBI, SSU and NPHRD in innovative investigational and institutional practices in time of war are facilitated
3.1.1 Awareness raising and exchange of knowledge, skills, and experience on effective investigation of ill-treatment is provided to law enforcement officers and specialised prosecutors in line with ECHR standards and with due regard to national legislative and practical novelties are facilitated
3.1.2 Exchange of knowledge and experience on investigative interview techniques are provided to law enforcement officers of SBI, SSU and NP are facilitated
3.1.3 Activities on the application of ECHR standards and national legislative novelties in the context of Custody Records system implementation are provided to NPHRD and police officers are delivered
3.2.1 Expert support in the development of regulations and methodologies that allow for prompt notification of alleged crimes and involvement of legal aid for victims is provided
3.2.2 Expert advice in the context of implementation of Governmental Counter-Torture Strategy is provided
KEY ACTIVITIES
The Project’s comprehensive approach includes a wide range of activities, including needs-assessments, research and base-line studies; legal advice; development of internal guiding and methodological documents; institutional capacity building; professional capacity development activities, including development of curricula, training modules (including e-learning), through workshops, conferences, experience-exchange meetings, study visits; awareness raising activities; inter-agency interactions (working group meetings; public discussions/platforms; cascade peer-to-peer exchanges at regional and/or local levels); technical soft-ware/equipment procurement, etc.
