Workshop with the Public Defender’s Office of Georgia

On 7 November 2025, the Council of Europe and the Public Defender’s Office of Georgia took an important step towards improving the quality and impact of national contributions to the execution of judgments of the European Court of Human Rights. The workshop marked a key milestone in developing new practical Guidelines that will help the Public Defender’s Office prepare clear, evidence-based and strategically framed communications to the Committee of Ministers.

The workshop served as a platform to examine current practices, identify existing challenges and collect expert input to support the drafting of the forthcoming Guideline for the Rule 9 of the Rules of the Committee of Ministers. During the discussions, the representatives of the Public Defender’s Office of Georgia presented their experience in preparing past submissions, outlining how different thematic units gather information, document execution gaps and contribute to evidence-based reporting.

The knowledge and recommendations gathered during the workshop will directly shape the forthcoming Guidelines, which aim to strengthen the Public Defender’s Office’s engagement in the execution process and further support Georgia’s efforts to ensure full and effective implementation of the Court’s judgments.

The event was conducted within the Council of Europe Project “Reinforcing National Execution of the European Court’s Judgments by Georgia,” implemented as part of Council of Europe Action Plan for Georgia 2024-2027.
