Training on “Unlocking Behavioural Insights in Legal Decision-Making”

A two-day training on “Unlocking Behavioural Insights in Legal Decision-Making” was held on 25–26 November 2025 in Tbilisi. The event followed an initial session in June 2025 and continued the project’s efforts to integrate behavioural science aspects into legal and judicial practice.

The event brought together representatives of the Prosecutor’s Office of Georgia and the Georgian Bar Association, further strengthening the capacity of national institutions to apply the standards of the European Court of Human Rights in their daily work.

The participants examined how phenomena studied by behavioural science such as biases, cognitive overload, or bounded rationality shape legal reasoning and influence both investigative and judicial decision-making. The discussions also addressed the role of social norms in guiding prosecutorial and judicial decisions. Another part of the programme focused on the use of behaviourally informed checklists aimed at promoting consistent and well-reasoned judicial decision-making, particularly in cases involving preventive measures.

The participants expressed a strong interest to integrate the acquired knowledge and skills into their day-to-day work, recognising the importance of interdisciplinary approaches in enhancing the quality, fairness and human-rights compliance of legal processes in Georgia.

The training session was held under the Council of Europe Project “Reinforcing National Execution of the European Court’s Judgments by Georgia.”
