Supreme Court of Justice shapes its vision and priorities for institutional development

The Supreme Court of Justice of the Republic of Moldova, in partnership with the Council of Europe, held a one-and-a-half-day workshop on 14–15 April 2025 focused on designing the Court’s institutional development strategy. The workshop brought together judges, judicial assistants, and other Court representatives to define a clear vision, set priorities, and outline strategic directions for the Court’s future. The discussions will contribute to a Concept Paper that will serve as a roadmap for developing a comprehensive strategy and action plan.

Throughout the workshop, participants engaged in dynamic, interactive discussions to address key areas critical to the Court’s modernization. In particular, they explored improvements in the unification of judicial practice, strengthening public trust, enhancing communication, and advancing digitalization. Mrs. Procopciuc, the President ad interim of the Supreme Court of Justice, emphasized the importance of this exercise and noted that it is a great privilege to work alongside the consultants from the Council of Europe, whose guidance has been essential.

This initiative marks an important step in strengthening the Court’s institutional capacity, ensuring that it continues to evolve in line with European standards and effectively overcome challenges.

Building on the momentum and shared vision forged during the workshop, the Council of Europe’s Project on Strengthening the Institutional Capacity of the Supreme Court of Justice held its second Steering Committee meeting. The meeting reviewed progress to date and outlined the next steps for the initiative.

The Head of the Council of Europe Office in Chișinău, Mr. Falk Lange, joined the session online and shared his perspective on the Court’s reform progress. In his remarks, Mr. Lange stated:

" I am fully aware that the Court continues to face challenges and is under considerable pressure to deliver prompt and quality results to the public. My hope is that you will continue fostering efficient processes, an open organizational culture, and robust tools and resources that enable people to fully exercise their human rights.”

A significant outcome of the meeting was the adoption of the project’s work plan for its second year of implementation. This plan outlines the activities and reforms to be carried out over the next six months, building on the foundation established during the first year. With this work plan in place, the Supreme Court of Justice and the Council of Europe will continue their collaboration to drive institutional improvements—from refining internal procedures to enhancing the quality and consistency of judicial decisions.
