Second Annual Meeting of the Execution Co-ordinators Network

The Council of Europe successfully held the second annual meeting of the Co-ordinators of the execution of judgments of the European Court of Human Rights on 23 June 2025, bringing together representatives from Council of Europe's member states.

The morning session was dedicated to the functioning, current activities, and future plans of the Execution Co-ordinators Network (ExCN).

Participants discussed key developments in the Network's first year of operation including the soon-to-be-launched online platform, aimed at strengthening communication and knowledge-sharing among members.  In her opening address, the Chair of the ExCN, Nicola Wenzel, National Coordinator and Government Agent of Germany before the European Court, emphasized the high interest generated by the creation of the Network und expressed her wish that the outreach activities of the Network's first year of operation lead to meaningful and practice-oriented cooperation projects to further the implementation of the European Court's judgments.

The afternoon session was a meeting between ExCN members and the Department for the Execution of the European Court's judgments. The discussions focused on what is working well in the execution mechanism and the challenges that the mechanism faces. The role of execution of judgments in strengthening democracy in the framework of the process leading to the New Democratic Pact prepared by the Council of Europe was also discussed. Participants exchanged experiences and good practices, shared feedback on working methods, and identified areas and ideas for improvement to be further explored in the future.

The meeting reaffirmed the commitment of the members to the full, effective and prompt execution of judgments and echoed the priorities of the Reykjavík Declaration-particularly the importance of dialogue, cooperation, and synergies with Council of Europe bodies.

The event was organised under the co-operation project: "Support to Efficient Domestic Capacity for the Execution of ECtHR Judgments - Phase 2", and in close collaboration with the Department for the Execution of Judgments of the European Court of Human Rights (DEJ).

This year's annual meeting marks a significant milestone for the Network, confirming its role as a growing and dynamic forum for mutual support, expertise exchange, and coordinated action.
