Everyone has the right to liberty and security of person. No one shall be deprived of liberty save in the following cases and in accordance with a procedure prescribed by law” states Article 5 of the European Convention on Human Rights (ECHR). With the aim of enhancing the understanding and practical application of these fundamental principles, 15 prosecutors and judges participated in a dynamic Training of Trainers programme.
The training enabled judges and prosecutors to deepen their knowledge of international and European standards, such as reasonable doubt, proportionality of security measures, as well as to enhance their adult training techniques and peer education skills.
Council of Europe experts guided participants through the jurisprudence of the European Court on Human Rights and relevant provisions of the Albanian legislation, enriching the sessions with practical insights and examples. The future trainers shared their practices and experiences, fostering lively peer - to - peer discussions.
The interactive training culminated in a hands-on exercise where participants, divided into teams, designed and delivered their own mini training modules on Article 5 ECHR, simulating their future roles as trainers. This innovative approach encouraged magistrates to “think like a trainer and feel as a trainee,” blending legal expertise with adult learning methodology.
The training of trainers equipped magistrates with the right awareness and skills to be knowledge brokers in their community of peers. “Leaders who will take these lessons and multiply them, planting seeds of change throughout the justice system” – as noted by the Head of the Council of Europe in Tirana at the conclusion of the training.
The training was organised by the Council of Europe project, Strengthening the capacities of the Albanian judiciary to better apply standards on the right to liberty and security, funded by the Human Rights Trust Fund (HRTF), which brings together eight Council of Europe member states: Finland, Germany, Ireland, Luxembourg, Netherlands, Norway, Switzerland, United Kingdom.
