Call for Tender – Consultancy services in the field of good democratic governance and public financial management

Do you have particular expertise related to multi-level-governance, decentralisation, public administration, territorial administrative reforms, and public financial management? Are you experienced in delivering capacity-building and training activities for public authorities in the area of good democratic governance? Do you wish to join an expanding pool of experts to help support good governance reforms in several of our member states?

The Centre of Expertise for Good Governance (CEGG) of the Council of Europe promotes and builds on a unique set of European standards including the European Charter of Local Self-Government, Committee of Ministers’ Recommendations in this field, and the 12 Principles of Good Democratic Governance. Its programmes are designed around the implementation of specific toolkits whose templates are easily adapted to respond to local needs and deliver quality, impact-oriented projects based on benchmarks, evaluation instruments and innovative methodologies. These tools represent a practical crystallisation of the Council of Europe standards developed through multilateralism and intergovernmental cooperation, and are a compilation of exchange of experience and best practice in Europe. Currently, the Centre of Expertise has over 25 capacity-building and training tools.

The mission of the CEGG is to promote respect for the 12 Principles of Good Democratic Governance by building capacities of governance actors of all levels and delivering legal and policy advice in line with European standards and best practice. The CEGG is currently implementing or will soon launch several specific projects in cooperation with local, regional, national, and international stakeholders, aimed at both improving the legislation and strengthening the institutional capacity of all tiers of government. The Centre of Expertise also carries out specific activities in line with the overall mandate of the Good Governance Division of the Council of Europe.

These projects aim to contribute to development of the administrative and financial capacity of local authorities in several member states including Armenia, Bulgaria, Cyprus, Finland, Hungary, Lithuania, Serbia, Slovakia and Ukraine. The projects will also support legal and policy developments affecting the legislative and fiscal framework for local self-government in these member states.

This tendering procedure is an international call for tender. It aims at concluding a framework contract with up to 45 (forty five) short-term consultants for the provision of consultancy services for the various projects on good governance mentioned above, and also for small-scale activities implemented under the ordinary budget of the Centre of Expertise.
