Inter-Municipal Cooperation and Internal Audit Workshops in Greece

The Centre of Expertise for Good Governance organised its first post-lockdown meetings in Greece, in order to participate in the practical workshops, take stock of recent developments, and agree on the next steps with the stakeholders of the CoE-EU Joint Project “Delivering Good Governance in Greece”.

In particular, the Council of Europe experts, the representatives of the Ministry of the Interior and the National Transparency Authority revised the first draft of the Handbook on Inter-Municipal Cooperation (IMC) in Greece. This tool will provide Greek municipalities with a set of comprehensive and practical guidelines on the current legal framework regarding IMC and on the ways to establish a successful IMC scheme. It will be finalised and presented to all Greek municipalities by November 2020.

In addition, the Centre of Expertise organised a workshop to develop a model Internal Audit Charter and a document containing the Main Principles to enhance the independence of the Internal Audit activity within an IMC framework. Various stakeholders, including representatives of the pilot municipalities which will establish an IMC to support internal audit activities, the Hellenic Institute of Internal Auditors, and the Institute of Local Administration of the Central Union of Municipalities, participated live and via videoconference, providing useful insights and feedback.
