Back CEGG Policy advice on improvement of public ethics at local level in Ukraine

Good democratic governance hinges on the public’s confidence in the integrity and accountability of those elected to represent them or deliver services.  How can the legal framework for public ethics at local level be improved? Ukraine’s National Agency on Corruption Prevention launched a multi-level discussion on this topic and enlisted the Centre of Expertise for Good Governance (CEGG) to deliver advice based on Council of Europe standards.

On 19 January 2024 the CEGG presented its Policy advice to Ukrainian authorities. Taking into account findings of the survey on application of rules of ethical behaviour by elected local officials and local councillors carried out by the CEGG in 2023, the report contains an overview of the Ukrainian legal and institutional framework on public ethics and analysis of its shortcomings, an overview of European standards and practice in the area.

The advice includes a number of constructive proposals aimed at improving the national legal framework and aligning secondary legislation with existing laws; preparing model codes of ethics and conduct for public officials; and establishing a clear supervision and enforcement mechanism including a set of sanctions.

The CEGG cooperates with the National Agency on Corruption Prevention within its Programme “Strengthening Good Democratic Governance and Resilience in Ukraine and in partnership with the Association of Ukrainian Cities and the Association of Amalgamated Territorial Communities.

“Nowadays, all Ukrainian authorities, especially local ones, must demonstrate transparency, become an example of integrity and embrace the highest standards of governance. That is why Ukrainian legislation and practice need to be improved”, - underlined Mykhaylo NETIAZHUK, Fastiv City Mayor, member of the Board of the Association of Amalgamated Territorial Communities.

The CEGG will continue its dialogue with all the stakeholders to transform this Policy advice’s proposals into tangible outputs for development of the institutional and legal framework of public ethics at local level in Ukraine.
