The Council of Europe Education Department is seeking consultancy services on ethics, transparency and integrity in education within the framework of its Platform on Ethics, Transparency and Integrity in Education (ETINED).
The aim of the tender is to create a pool of consultants to provide consultancy services on those topics to be requested by the Council on an as-needed basis.
HOW TO APPLY
Interested consultants are invited to refer to the Tender File and the Act of Engagement, which contain a full description of the terms and conditions of engagement and the scope of activities:

The deadline for the submission of applications is 20 January 2025, 23:59 CET.
Electronic copies shall be sent only to [email protected] with the following reference in subject: Tender- ETINED. Tenders submitted to another e-mail account will be excluded from the procedure.
Candidates shall pay particular attention to completing, signing and submitting documents according to the instructions set in the Tender File and Act of Engagement. Candidates will be disqualified for any incomplete or missing documents.
All questions regarding this specific tendering procedure shall be sent at least 6 (six) working days before the deadline for submission of the tenders (i.e. by 12 January 2025, 23:59 CET), in English, and shall be exclusively sent to [email protected] with the following reference in subject: Questions – Tender – ETINED.

• For a legal person, should we indicate a single daily fee for the entire institution, regardless of the number of employees involved in a particular task?
Legal persons are asked to provide a single daily fee for the entire institution, irrespective of the number of employees involved in a specific task.
• For a legal person, should we differentiate the fee based on the position, such as Senior Analyst, Senior Adviser, or Adviser?
As mentioned above, it is requested for legal persons to set a single daily fee for the institution, rather than differentiating based on the individual position or role.
• For a legal person, should we indicate the daily fee rather than an hourly fee?
Both options are valid and may be used depending on the specific nature of the services provided. However, please use the daily fee as indicated in the Act of Engagement. For assessment purposes, only daily fees will be considered.
• In general, are we allowed to modify the fees’ table by adding additional rows or columns?
Modifications to the fees’ table should not be made unless explicitly allowed in the Act of Engagement. Any change to the fee’s table may result in the exclusion of the bidder.
