The Steering Committee for Education (CDEDU) of the Council of Europe approved at its 9th Plenary Session (18–20 March 2026, Strasbourg) a draft Recommendation on Artificial Intelligence Literacy, marking a significant step in the Organisation's commitment to ensuring that all segments of society can engage with AI safely, responsibly and in full respect of human rights, democracy and the rule of law.

The draft Recommendation — to be submitted to the Committee of Ministers for adoption in June 2026 — introduces a three-dimensional model of AI literacy encompassing the human, technological and practical dimensions of AI. Central to the model is the primacy of the human dimension, which addresses the ethical, socio-political, cognitive, cultural and environmental implications of AI, including its impact on fundamental rights and democratic participation.

The text calls on member States to integrate the three-dimensional model into national education and training frameworks, curricula and professional development pathways, and to promote AI literacy across all levels of education and lifelong learning. It gives particular emphasis to social agency, critical thinking and the protection of vulnerable groups in AI-mediated environments.

The Recommendation complements the Council of Europe's Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law (CETS No. 225), and builds on the Organisation's broader commitments under its Education Strategy 2024–2030.
