On 29 January 2026, the second meeting of the Council of Europe Gender Equality in Education Scorecard Working Group took place, marking significant progress towards developing this new tool. The meeting brought together both education and gender equality experts and is a joint initiative between the Education Department and the Gender Equality Division.
On this occasion, a first draft outline of a Scorecard was presented, designed as a practical tool for self-evaluation and progress. The initiative, is directly aligned with the Recommendation CM/REC(2007)13 of the Committee of Ministers on gender mainstreaming in education and targets both policy-makers and education establishments in all their diversity in the field, is an innovative tool.
Its ambition is to be in line with the transformative gender equality approach highlighted in the Council of Europe Gender Equality Strategy 2024-2029, as well as considering how emerging technological, political and social transformations affect gender inequality. This puts the scorecard in alignment with the current focus of the Council of Europe in learning and practicing, protecting and innovating for democratic societies, as highlighted in the New Democratic Pact for Europe. It is expected to be finalized and presented to the Steering Committee for Education (CDEDU) by the end of the year
The added value of the Council of Europe’s approach in this area was welcomed by the group of experts.
