Multi-stakeholder consultations held to inform the Draft Recommendation on AI Literacy

The Education Department of the Council of Europe organised seven online consultation sessions on 5–6 May 2025 with a wide range of stakeholders to inform them about and collect their feedback on the forthcoming Draft Recommendation on Artificial Intelligence (AI) Literacy for Human Rights, Democracy and Social Agency.

The sessions brought together more than 80 participants including government experts, academics, educators and representatives from youth organisations, NGOs and private sector. The participants were presented with the AI Literacy concept proposed by the Council of Europe and the principles for the human dimension of AI Literacy. They were then asked to provide feedback and share their views on specific aspects of the text through an anonymous poll.

The proceedings of the consultation sessions will inform the drafting of the Draft Recommendation and its appendix (guidelines) which will be discussed at the 8th Plenary meeting of the Steering Committee for Education (CDEDU) on 23-25 September 2025.

The Draft Recommendation will aim to guide member states in promoting AI literacy through formal, non-formal and informal education to raise awareness of learners of Artificial Intelligence and its impact on our lives as well as to enable them to harness its potential.

 

Background

In Resolution 3 on Harnessing the potential of Artificial Intelligence in and through education which was adopted at 26th Session of the Council of Europe Standing Conference of Ministers of Education in September 2023, the Ministers recognised the need for curricula and study programmes to address both the technological dimension of Artificial Intelligence systems and their impact on daily life. They also draw attention to the importance of ensuring that everyone understands to an appropriate level how AI works and what potential impact it has on our lives. In this context, Ministers of Education welcomed the proposal to develop a Recommendation of the Committee of Ministers to ensure that teaching and learning about AI take into account the impact of AI on human rights, democracy and the rule of law and prioritise the active participation and agency of teachers and learners.

The forthcoming Draft Recommendation is developed within the framework of the Education Strategy 2024 – 2030 “Learners first: Education for Today’s and Tomorrow’s Democratic Societies under the third pillar “Advancing education through a human rights-based digital transformation”.
