The Council of Europe, in co-operation with the Association of Language Testers in Europe (ALTE), launched a new survey on language policies for migrants in Council of Europe member states on 02 November2026.
The survey forms part of the Council of Europe’s 2024-2027 language policy programme. It is in line with the Council of Europe’s key aims: to promote democracy, human rights and the rule of law across Europe and beyond.
The primary purpose of this survey is to map the language requirements and knowledge of society requirements for migrants in the Council of Europe member states prior to entry, for residence and for citizenship. Following earlier surveys conducted in 2009, 2011, 2013 and 2018, this initiative will help identify how these requirements and related policies have evolved since 2018.
The survey’s other purpose is to map learning opportunities related to language and knowledge of society that are provided by member states as a means of fostering the inclusion of migrants.
Relevant authorities in the Council of Europe member states are asked to complete the survey by Thursday, 31 December 2026. Following the analysis of the results, a subsequent report will be produced to present the gathered data, stimulate critical reflection and share examples of good practice among member states. The report will be publicly available in October 2027.
