The first meeting of the Committee of Experts on Artificial Intelligence and Education (EDU IA) was held in Strasbourg on 14–15 January 2026. The newly established Committee, under the Steering Committee for Education (CDEDU), brings together 15 members appointed by Council of Europe member states, alongside observers and other participants, to support the Council of Europe’s work on Artificial Intelligence and Education through providing strategic guidance and expertise and ensuring alignment with the priorities and needs of the member states. In this scope the Committee will develop legal and policy instruments as well as practical tools and resources.
Over the course of the two-day meeting, the Committee reviewed and discussed its Terms of Reference, which set out its mandate through 2027 and define the scope of its work. In this scope the Committee will complete the following deliverables
- Policy Toolbox on teaching and learning about AI,
- European Reference Framework for the Evaluation of Educational Technologies, drafting
- Proposal for a legal instrument to regulate the use of AI systems in education, and
- Draft guidelines on the use of education data and analytics in educational systems.
The Committee also explored co-operation with other Council of Europe bodies, discussed the Council of Europe Compass for AI and Education, and outlined its detailed work programme for 2026–2027.
The Committee elected Ms Daniela Hau (Luxembourg) and Mr Vassilis Koutsoumpas (Greece) as its Chair and Vice-chair respectively.
The meeting concluded with strong commitment to ensuring the responsible and meaningful integration of AI in education across Europe, emphasising the importance of putting the best interest of learners first and protection of their rights to quality education, empowering educators and preserving their autonomy and academic freedom, collaboration among member states, and evidence-based policy making as guiding principles for the Committee’s ongoing work.
