Council of Europe Sub-Group on Higher Education Policy Advances Key Initiatives

In its first meeting convened this week, the newly established Sub-Group on Higher Education Policy brought together 25 members representing a broad spectrum of stakeholders, including public authorities in responsible for higher education policies, academic and international NGOs dedicated to education. 

The agenda focussed on the Higher Education Programme, which will be implemented over 2024-2027. 

The meeting spotlighted the launch of the new project aimed at reinforcing the democratic mission of higher education. This initiative underscores the role of universities in promoting democratic values, critical thinking and civic engagement, addressing contemporary challenges to democracy and societal cohesion. 

Progress in advancing automatic recognition received considerable attention, with the Sub-Group providing guidance to the upcoming consultations with higher education institutions and public authorities. Automatic recognition can significantly enhance mobility for study and work, removing bureaucratic barriers and fostering a more interconnected higher education systems in Europe. 

The Sub-Group took stock of the new initiatives launched within the Council of Europe ETINED (Ethics, Integrity and Transparency in Education) Platform, the European Qualifications Passport for Refugees and the results of ENIC projects. 

Last but not least, the Sub-Group examined the ways, in which the Council of Europe can contribute to the advancement of the European Higher Education Area. 

The meeting of the Sub-Group on Higher Education marks an important step in these key areas. By fostering dialogue among diverse stakeholders, the Council of Europe is ensuring that higher education in Europe continues to evolve meeting the needs of its citizens, promoting mobility, recognition, and inclusivity in an ever-changing world.
