Why does Europe need a Common AI Framework for education? How will the Council of Europe Compass for AI and education contribute to ensuring responsible, ethical and human-centric uses of AI? The 3rd Working Conference on AI and education organised by the Education Department of the Council of Europe gathers policy makers, educators, academics, experts, members of the tech sector and of civil society to discuss the future use of AI in the education context.
Through plenary discussions, policy labs and working group discussions, the two-day conference offers opportunities to share insights, feedback and points of views, stepping up the relevant debate and advancing Council of Europe’s work in this field.
During the opening, the Compass for AI and Education was presented by the Head of the Education Department, Mr Villano Qiriazi. “With this Compass, we are mobilising all stakeholders to take action to make the use of AI ethical, responsible and human-centric”. He further added: “Through the Compass, we are providing practical guidance to member states, education institutions, teachers, students and private sector actors to make sure that the integration of AI in education is in line with the Council of Europe’s core principles – namely, human rights, democracy and the rule of law”.
The Compass which will become available in March 2026, aims to help turn Council of Europe standards into tangible action. The Compass addresses key topics, namely AI literacy; regulation and governance; teaching, learning and assessment with AI; and evaluation of educational technologies including AI systems in education. Topics that were discussed at the plenary session of the conference.
Today, participants had also the opportunity to attend two Policy Labs: the first Lab examined the forthcoming Council of Europe’s Draft Committee of Ministers Recommendation on AI Literacy; the second Lab discussed the topics and areas that will be addressed by the proposed legal instrument to regulate the use of AI systems in education.
Tomorrow, participants will be contributing with their inputs and suggestions to two key draft reference materials: the Policy Toolbox on AI and Education and the European Reference Framework for the evaluation of educational technologies. The Policy Toolbox will be introduced taking into account three key domains: governance domain, education domain and AI literacy domain. The Reference Framework will also be discussed assessing principles and criteria for evaluation.
