In their declaration, made at the end of the 4th Summit held in Reykjavik on 16 and 17 May 2023, the Heads of State and Government of the Council of Europe "set the Council of Europe on a new path of increased transparency and cooperation with its stakeholders, with strengthened visibility and sufficient resources".

 

A new Council of Europe transparency framework was adopted on May 2025 by the Committee of Ministers. This framework values a 75 years-long documentary heritage and historical knowledge, preserved with the interests for the future generations in mind. It reminds that access to documents provides not only crucial support for fundamental human rights but also constitutes a cornerstone of democracy.  According to the framework, further consideration should be given to Resolution Res(2001)6 on access to Council of Europe document.
