The main objective of the visit was to review the situation of prisoners serving a life sentence, in particular the regime and security measures applied to them. To that end, the CPT’s delegation visited two penitentiary establishments where life-sentenced prisoners are held: Colony No. 6 in Sol-Iletsk (Orenburg Region) and Colony No. 2 in Solikamsk (Perm Region).
In addition, in Moscow City, the delegation went to SIZO (pre-trial establishment) No. 2 (“Lefortovo”), SIZO No. 5 and SIZO No. 6, where it carried out individual interviews, inter alia, with certain Ukrainian nationals remanded in custody on charges of planning terrorist attacks in the Autonomous Republic of Crimea, Ukraine, or of murder of Russian nationals in eastern Ukraine.
At the end of the visit, the delegation presented its preliminary observations to the Russian authorities. On that occasion, it held consultations with Alu ALKHANOV and Maxim TRAVNIKOV, Deputy Ministers of Justice, and Anatoly RUDYI, First Deputy Director of the Federal Service for the Execution of Sentences (FSIN), as well as with other senior officials of the Ministry of Justice and the FSIN.
