On 13-14 March 2023, the programme “Protecting human rights, rule of law and democracy through shared standards in the Southern Mediterranean” (South Programme V) was officially launched. South Programme V is a joint initiative between the European Union and the Council of Europe over the period 2022 – 2025 with the objective to continue the support to democratic reforms in the Southern Mediterranean through the establishment of a common legal space between Europe and this region.

As an integral part of the South Programme, the project “Promotion of Good Governance: Fight against Corruption, Money Laundering and Financing of Terrorism in the Southern Mediterranean” (SNAC 5) aims to support the anti-corruption (AC) and anti-money laundering/combatting financing of terrorism (AML/CFT) measures and competent authorities by providing technical assistance to beneficiary jurisdictions through joint and subregional actions. 

The launching event presented the objectives and new features of the fifth phase with a focus on the progressive establishment of a common legal space between Europe and the Southern Mediterranean based on Council of Europe conventions and other relevant standards. This high-level event provided a platform for exchanges on the added value of shared standards and their implementation in the region.

A dedicated workshop focusing on anti-corruption, anti-money laundering and financing of terrorism took place to allow beneficiaries to exchange on ongoing legislative reforms and respective challenges. Moreover, jurisdictions could share their experience related to the ratification of Council of Europe conventions and the further engagement of youth in the prevention and fight against corruption.
