The Council of Europe’s toolkit for drafting codes of conduct for members of parliament provides practical guidance for parliaments in developing codes of conduct tailored to their specific contexts. It outlines international standards, explains the purpose and regulatory nature of such codes, and highlights their role in promoting legitimacy and public trust. The document also offers detailed provisions on values, obligations, and enforcement mechanisms, complemented by annexed guidance on managing conflicts of interest. Its aim is to assist members of parliament in upholding principles of integrity, accountability, and ethical governance.
The Arabic version of the toolkit has been made available to the Assembly of the Representatives of the People (ARP) in Tunisia, to support the efforts of the ARP in strengthening its integrity framework and advancing good governance within the legislative process. Furthermore, through this resource the Council of Europe reaffirms its commitment to fostering transparency and ethical standards in parliamentary practice across the Arab-speaking legislative assemblies.
