On 18–19 November 2025, the Council of Europe, in partnership with École Nationale d’Administration (ENA) of Tunisia, organised an advanced workshop on the role of whistleblowers in combating corruption and the use of digital technologies to ensure their protection.
Building on the seminar of 22 September 2025, which introduced the legal and institutional frameworks for whistleblower protection to a broader audience of public servants, this workshop—targeted to 18 good governance units—focused on operational and technological dimensions of safeguarding whistleblowers. Participants, representing diverse public entities and administrations, examined how secure digital platforms, encrypted communication channels, and mobile applications can reinforce confidentiality and shield whistleblowers from reprisals. Practical group work and case studies enabled participants to engage with the reporting cycle, apply investigative techniques, explore innovative solutions for managing the process efficiently and securely, and consider how international standards can be adapted to Tunisia’s context. In group discussions, participants converged on the opportunities to strengthen the role of whistleblowers through a more robust institutional framework, clearer mandates for their protection, and streamlined procedures to investigate reports.
The workshop underscored that secure reporting mechanisms are not only a safeguard for individuals but also a cornerstone of effective governance, ensuring that corruption risks are detected and addressed in the public interest. By investing in whistleblower protection, Tunisia can reinforce its integrity system and advance a culture of transparency and accountability that fosters an economic climate conducive to investment.
This activity took place in the framework of the joint EU–Council of Europe project Improving Economic Governance for Anti‑corruption in Tunisia (AGELA), co‑funded by the European Union and the Council of Europe. The project seeks to advance transparency, accountability, and good governance in Tunisia.
