Gift registry platform introduced to support public sector integrity in North Macedonia

The Gift Registry Platform was developed as part of the EU/Council of Europe Horizontal Facility for Western Balkans and Türkiye - Action against Economic Crime in North Macedonia. The main objective of the platform is to support the State Commission for Prevention of Corruption (SCPC) in digitalising the processes related to gift registration and reporting by public officials and employees of state institutions.

The Act of Acceptance of the Gift Registry Platform was signed at the premises of the Council of Europe Programme Office in Skopje, between Mr Oleg Soldatov, Head of Office, and Mr Adem Cucul, President of the State Commission for Prevention of Corruption.

The development and introduction of the Gift Registry Platform address recommendation made by the Council of Europe’s anti-corruption monitoring body, GRECO, in its Fifth Evaluation Round, which assessed measures taken to prevent corruption and promote integrity in central government and law enforcement agencies in North Macedonia. It highlighted the need for systematic improvements in integrity mechanisms, including the reporting and processing of gifts by public officials, as part of broader efforts to strengthen accountability in the public sector. In this context, the Gift Registry Platform provides a practical tool to support the implementation of this recommendation through the digitalisation of gift registration and reporting processes.

This initiative was implemented by the Action against economic crime in North Macedonia, within the framework of the European Union/Council of Europe joint Programme Horizontal Facility for the Western Balkans and Türkiye.
