Enhancing regulatory framework for Whistleblower Protection in Serbia

A two-day round table “Legal Framework for Protection of Whistleblowers in Serbia” took place on October 16–17, 2025, in Belgrade. The meeting brought together representatives of relevant Serbian institutions, legal experts, and international specialists to discuss the current regulatory and institutional framework for whistleblower protection in Serbia. Participants examined key findings and observations regarding the existing legislation, definitions, and procedures related to whistleblowing and protection from retaliation, as well as their effects in practice.

The main objective of the round table was to support further alignment of Serbia’s legal and institutional framework with relevant Council of Europe standards and with the latest EU Directive, as well as to ensure unified practice and interpretation of legal provisions.

Discussions focused on all segments of the Whistleblower Protection Law, challenges in its practical implementation, and institutional mechanisms needed to ensure effective safeguards and protection from retaliation for those reporting misconduct. The round table also addressed issues such as handling classified data, monitoring and oversight mechanisms, compensation for damage, and measures to strengthen public awareness and capacity building.

The event concluded with the formulation of recommendations aimed at enhancing the effectiveness of Serbia’s legal and procedural framework for the protection of whistleblowers, contributing to greater transparency, accountability, and integrity in public and private sector governance.

The activity has taken place within the Project “Countering Economic Crime in Serbia”, funded by the Swedish International Development Agency, and implemented by the Council of Europe.
