On 9–10 October 2025, the Council of Europe, in cooperation with the Tunisian Contrôle Général des Finances (CGF), organised a two-day training workshop in Tunis on conflicts of interest, politically exposed persons (PEPs), and beneficial ownership transparency. The training aimed to strengthen the CGF’s role in preventing and detecting corruption through enhanced audit practices informed by disclosure statements.

The workshop brought together 25 CGF officials for interactive sessions led by international and national experts. Participants exchanged on international standards and the Tunisian legal frameworks on conflict-of-interest management, explored practical approaches to verifying asset and interest declarations, and discussed the use of red flags as a tool for more efficient verification of such disclosures. The sessions were informed by good practices on the management of asset and interest declarations identified through GRECO’s 5th Evaluation Round. Dedicated modules also addressed the identification of PEPs and the application of Financial Action Task Force (FATF) Recommendations on beneficial ownership transparency, supported by case studies.

A key conclusion of the exchanges was the need for a structured institutional framework to request, receive, assess, and store declarations of assets and interests.

By reinforcing the CGF’s technical capacity to identify and mitigate corruption risks, the training contributes to more effective internal controls, stronger due diligence, and the institutionalisation of ethical practices in public auditing.

This activity was organised within the framework of the joint EU–Council of Europe project Improving Economic Governance for Anti-corruption in Tunisia (AGELA, French acronym), co‑funded by the European Union and the Council of Europe. The project aims to strengthen transparency, accountability, and good governance in Tunisia.
