The database on tools for preventing and combating hate crime aims to map available resources for the implementation of Recommendation CM/Rec(2024)4 on Combating Hate Crime, which are publicly available, recent, proven in practice and may support other member States in their work.

These tools were collected through member states submissions and desk study of resources published on websites. This mapping is not exhaustive nor reflects the wide variety of resources developed.

The opinion expressed in the resources listed are the responsibility of the authors and do not necessarily reflect the official policy of the Council of Europe.
