Specific projects in Slovak Republic

The Centre of Expertise for Good Governance of the Council of Europe is supporting Slovakia in its plans to reform the local government system though the implementation of two projects, co-funded by the Council of Europe and DG REFORM of the European Commission. The projects aim to provide recommendations for improving the Slovak regulatory framework and to strengthen capacities of public authorities to deliver high-quality services to the citizens, according to Council of Europe standards.

  • The first project, “Delivering Good Governance in Slovakia” focuses on the provision of tailored policy advice on territorial consolidation and redistribution of competences between the central and local levels. In addition, several capacity-building tools are being implemented to both help the authorities analyse their specific needs and improve their performance according to democratic governance standards.
  • The project Delivering Good Governance in Slovakia – II phase” will build upon the achievement of the previous project to help the Slovak authorities modernise and improve multi-level governance in the country. The project will provide policy advice on the revision and development of new legislation on the status of the Capital City, metropolitan areas, as well as on regional development. The project’s capacity-building component will aim at improving public ethics, financial management, strategic planning, and other important aspects of local governance.

ELoGE in the Slovak Republic: Second Awards Ceremony

The Council of Europe European Label of Governance Excellence (ELoGE) is a tool used for promotion of good governance at the local level and a great learning opportunity for the participating municipalities.

To date, ELoGE has been implemented in about 20 of the Council of Europe member states, in some of them multiple times. When implementing the tool, local authorities undergo a self-evaluation process against a national ELoGE benchmark, later validated through public opinion surveys in the respective municipalities. The ones which have demonstrated a good level of performance receive the Label as a testament of their compliance with the 12 Principles of Good Democratic Governance.

The CoE Centre of Expertise for Good Governance supports the Slovak local authorities to improve good democratic governance, including through implementation of the second round of ELoGE in the country, in cooperation with the national ELoGE accredited institution – the Slovak NGO Dobry Uradnik.

Twelve municipalities embarked on the ELoGE journey almost a year ago and participated in a series of 8 workshops, while receiving continuous support from the experts and Dobry Uradnik, to facilitate their implementation of the tool. Seven of them have been confirmed by the Slovak ELoGE platform – national stakeholder group competent to validate the results of ELoGE – as the local authorities deserving the Label, symbolised by a crystal dodecahedron.

The Award ceremony was held on 28 June 2022 in Bratislava with the participation of different municipalities, representatives of the Ministry of Interior and of the Slovak delegation to the CoE Congress of Local and Regional Authorities. The following local authorities received the ELoGE:

  • Bellova Ves
  • Bratislava – Staré Mesto
  • Bratislava – Vrakuňa
  • Dubnica nad Váhom
  • Handlová
  • Košice – Sídlisko Ťahanovce
  • Púchov

The Centre of Expertise for Good Governance congratulates these municipalities for their efforts and good work and encourages all other local authorities in the Slovak Republic to take part in the next – third cycle of ELoGE!
