As part of the project “Human Resource Management in Local Self-Government – Phase 3”, implemented by the Council of Europe (Centre of Expertise for Multilevel Governance) in cooperation with the Ministry of Public Administration and Local Self-Government, a professional working meeting titled “Presentation of the New Procedure for Evaluating Civil Servants’ Performance” was held on October 3, 2025.
The aim of the meeting was to present the proposed model for evaluating the performance of employees in autonomous provinces and local self-government units, as well as to gather participants’ comments and suggestions in order to finalize optimal solutions that will support more effective human resource management at the local level.
The meeting was opened by Aleksandar Jovanović, Senior Project Officer, followed by an introductory address from Ivana Savićević, Assistant Minister of Public Administration and Local Self-Government. The proposed new evaluation procedure was presented by Dragana Janković, consultant of the Council of Europe, after which an interactive discussion with participants took place regarding the proposed framework.
This working meeting represents an important step forward in improving the legal and institutional framework for human resource management at the local level, in line with the objectives of Phase 3 of the Project, which began in February 2025.
