ABOUT THE PROJECT

Funding: The Project is financed by the European Union and the Council of Europe for a total amount of 4.000.000 EUR.

Duration: The implementation period of the project is 36 months, starting from 19 December 2018 until 19 December 2021.

 Project Background

The Project “Human Resources Management in Local Self-Government – Phase 2” is a joint project financed by the European Union and the Council of Europe and implemented by the Council of Europe in Serbia.

The project is based on the achievements and challenges on the first phase of the Programme “Human Resources Management in Local Self-Government” (2016-2017). This Programme has been developed to respond to the needs arising from the implementation of key priorities of the Public Administration Reform Strategy, as well as to reply to the requirements linked to the implementation of the new legislative framework.

 Overall objective

The overall objective of the programme is to support Serbian administration to effectively meet requirements and conditions deriving from the accession negotiations and successfully manages overall EU integration and pre-accession assistance geared towards EU membership focusing on key areas of human resources management (HRM) and human resource development (HRD) in local public administration.

The development of an efficient local self-government system in order to promote good governance and more effective provision of services to citizens, to strengthen the administrative capacity of the local administration to meet the standards of the Council of Europe and the European Union and to implement the acquis communautaire effectively.

Introduction of the new professional development system for civil servants including employees on the local level is a significant milestone in the HRM and HRD reform of Public Administration. The basic idea is to establish the integrated national system of professional training upon the common framework and standards for identifying needs, developing programmes and evaluation of results.

 Project Purpose

The purpose of the project is to further strengthen human resources development and management in local government units in Serbia.

 Expected results

The intervention is expected to result in an improved legal and procedural framework at both national and local level in accordance with the ongoing civil service reforms. It is to lead to a more coordinated and effective training framework for professional development of the local administration and to increased capacities and competences of local administration.

The programme design consists of two main components within which following specific results - expected outputs are to be delivered:

Component 1: Strengthened HRM function at local level

Component 2: Strengthened human resources development system at local level.

Following specific tasks are set to achieve expected output 1:

Specific Task 1.1 Improved legal and procedural HRM framework at national and local level in accordance with planned reforms.

Specific Task 1.2. Increased effectiveness of the HRM system in local administrations.

Following specific tasks are set to achieve expected output 2:

Specific task 2.1: Training Framework for professional development of local administration more effective and coordinated

Specific task 2.2: Increased LSG capacities in selected priority areas of local competences and management capacities of local leaders
