Study Visit to Spain Supports Serbia’s Public Administration Modernisation Efforts

Representatives of the Human Resources Management Sector of the Serbian Ministry of Public Administration and Local Self-Government visited Spain on 4–5 June 2026 as part of the project “Human Resources Management in Local Self-Government – Phase III”. The study visit was organised within the framework of cooperation between an EU-funded and a Council of Europe–implemented project, supporting the ongoing modernisation of public administration and local self-government in Serbia.

Hosted by the Spanish Ministry for Digital Transformation and the Civil Service in Madrid, the delegation explored Spain’s approach to civil service management, talent attraction, workforce planning, professional development, and the use of digital tools in human resources management. Discussions also covered performance evaluation, quality management, inclusion policies, and current challenges in building a modern and effective public administration.

Meetings with representatives of local authorities provided practical insights into strategic workforce planning, staff development, and the use of performance indicators in local administrations. The discussions highlighted the importance of modern and evidence-based HR practices in delivering quality public services

The delegation also visited the Spanish Federation of Municipalities and Provinces and Getafe City Hall, where participants learned about local HR management practices, inter-municipal cooperation, and innovative approaches to strengthening public sector capacities.

The visit provided a valuable opportunity to exchange experiences and identify practices that can support the further professionalisation and modernisation of public administration in Serbia.

The Council of Europe Office in Belgrade was opened by the Secretary General on 16 March 2001, as a contact point for co-operation with the then Federal Republic of Yugoslavia which had applied for membership in the Council of Europe. The work was already underway on joint projects. It has remained in place ever since.

Serbia became the 45th member of the Council of Europe in April 2003, a development that was a natural consequence of the major political changes which took place in autumn 2000 and which allowed Serbia to claim its rightful place among the democratic states of Europe.

 

Through the Office in Belgrade, the Council of Europe continues to assist the country in its process of democratic reforms and its European integration. In recent years, the Office, in close co-operation with the Serbian authorities, has supported reforms of democratic institutions, the rule of law, human and minority rights, including of the Roma and the LBGTI communities, and local and regional self-government.

The Office also continues to assist with co-operation regarding economic, social, cultural, scientific, legal and administrative matters, and in the maintenance and further realisation of human rights and fundamental freedoms.
