In the framework of the Joint European Union and Council of Europe Project “Human Resources Management in Local Self-Government”, the Council of Europe Office in Belgrade has launched a public call for local government administrations to apply for the implementation of the Municipal support package for enhancing human resources management.
The public call was open from 20 September to 20 October 2016, with the aim to select 20 cities, municipalities and city municipalities which will implement the Municipal support package from December 2016 to October 2017. In total 92 applications were submitted.
In cooperation with two main project partners, the Ministry of Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities, an Evaluation Committee was established (the Committee) which evaluated applications in line with a set of criteria published within the public call. Based on the Committee’s Proposal, the Project Steering Committee adopted on 3 November 2016 the proposed choice of 20 cities, municipalities and city municipalities selected for the implementation of the Municipal support packages for enhancing human resources management. The support of the Council of Europe for the enhancement of human resources management does not stop here though. In close cooperation with the Ministry for Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities, the Council of Europe will continue supporting Serbian cities and municipalities by distributing the Municipal Support Package and preparing a publication on the implementation of the Municipal Support Package that will include model documents relevant for the work of local authorities (such as model decisions, model rule books, and others) as well as examples of best practices. Furthermore in the framework of this project, the Standing Conference of Towns and Municipalities will continue providing advisory assistance to all local authorities through its questions & answers website section, with the support of the Ministry of Public Administration and Local Self-Government, and will also carry on organising professional trainings for Human Resources Management local officials through its Network.
