The Council of Europe welcomes the ratification by Armenia of Protocol No. 13 to the Convention for the Protection of Human Rights and Fundamental Freedoms, concerning the abolition of the death penalty in all circumstances (ETS No. 187).

The Permanent Representative of Armenia to the Council, of Europe, H.E. Ambassador Khachatryan, met the Secretary General of the Council of Europe, Mrs Pejcinovic-Buric, on 19 October to deposit the instrument of ratification by Armenia of Protocol n°13 to the Convention for the Protection of Human Rights and Fundamental Freedoms, concerning the abolition of the death penalty in all circumstances (ETS No. 187). Armenia had signed the Protocol on 19 May 2006. The National Assembly of Armenia voted in favour of its ratification on 12 September 2023. The Protocol n°13 will enter into force with regard to Armenia on 1 February 2024.

Armenia ratified as well in 2021 the second optional protocol to the International Covenant on civil and political rights, aiming at the Abolition of the Death Penalty.

The ratification of Protocol n°13 by Armenia also represents an important step which takes the Council of Europe closer to being a de jure death-penalty free zone in all circumstances.
