International Conference on Patients’ Rights

The Council of Europe Convention on Human Rights and Biomedicine (Oviedo Convention) remains the only legally binding international instrument on human rights in biomedicine and healthcare. As Armenia proceeds toward the full implementation of the principles of the Oviedo Convention within its domestic framework, it becomes critical to build a national and regional platform for dialogue, experience-sharing, and capacity-building.

The Council of Europe is putting the protection of human rights in the field of healthcare at the core of its mandate. The protection of patients’ rights has emerged as a central pillar of modern health systems and democratic governance. This international conference on the Patients’ Rights will reaffirm the commitment of both the Council of Europe and Armenia to ensuring that no one is left behind, emphasizing solidarity, equality, and dignity.

This conference will serve as the international gathering in Armenia dedicated exclusively to patients’ rights, bringing together policymakers, legal experts, experts of the biomedical field, patient organisations, healthcare professionals, and international organisations. It will also support the Reform Agenda of the Government of Armenia by raising awareness on and strengthening public understanding of patients’ rights thus promoting these rights for the benefit of Armenian population.

Session 1: Role of the Council of Europe and international cooperation in protecting patients’ rights and Armenia’s legal framework

Viktorya AYDINYAN

Viktorya Aydinyan is a policy and institutional architect with extensive experience leading public sector transformation, digital governance, and development
partnerships in Armenia. She currently serves as Head of the Deputy Prime Minister’s Office, where she drives national strategy and performance management system development, GovTech modernization, development assistance coordination, and high-level oversight of priority national initiatives in connectivity and public administration reform. Viktorya has contributed to the design and delivery of more than 20 national strategies, led the reengineering of critical public services, and advanced digital government platforms to strengthen state capacity and citizen trust. She previously served in senior roles at the Ministries of Justice and Labor and Social Affairs and worked with international organizations on policy and reform.

She holds a Master of Public Policy from the University of Oxford and executive education credentials from Stanford Graduate School of Business.
