On 26 June, the Department for the Execution of Judgments of the European Court of Human Rights (DEJ) held a technical online meeting with public officials from Bulgaria’s Commission for the Confiscation of Illegally Acquired Assets and the Government Agent’s Office.
Discussions focused on the implementation of the cases Todorov and Others and Yordanov and Others v. Bulgaria, which concern forfeiture of assets considered proceeds of crime or otherwise “unlawfully acquired”, without a proper individualised assessment being carried out or any link between the assets and the prohibited conduct being established. During the meeting, the relevant Convention standards and their application by the European Court of Human Rights and the domestic authorities were discussed.
The representatives of the DEJ and officials from the Commission for the Confiscation of Illegally Acquired Assets expressed willingness to continue the expert discussions at future meetings.
